A Thief River Falls man has been charged in Pennington County District Court for allegedly attempting to solicit a sheriff’s deputy posing as a 15-yearold girl and sending the girl a sexual picture.
Frailan Narvaiz, 39, has b e e n charged with felony electronic solicitation of a minor to engage in sexual conduct and felony electronic distribution of a photographic image relating to or describing sexual conduct to a person he reasonably believed to be a child.
Narvaiz was arrested Monday, June 19 after arriving at Chief Red Robe Park to meet the “girl.” Earlier that day, the deputy received a message on the Facebook account in which he poses as a girl for investigative purposes. This was the second message allegedly received from Narvaiz’s Facebook account. The first message occurred Nov. 10, 2014. In this latest conversation, Narvaiz started by writing “hi.” The deputy then engaged in a conversation with Narvaiz on Facebook Messenger. At that time, Narvaiz asked the age of the girl and the deputy responded with 15. Narvaiz then asked if the girl minded that he was 39.
The conversation eventually continued with Narvaiz asking the girl if she wanted to meet him at the park. He allegedly wrote that he wanted to kiss the girl, touch her and have oral sex with her. Narvaiz continued talking about the sexual acts that he would do to the girl if they met. He then sent her a picture of an erect penis. The two eventually agreed to meet at the park. Narvaiz described what he would be wearing. He was arrested a short time later by the deputy and one of his colleagues.
