Felony third-degree controlled substance crime
On Dec. 22 at 7:07 p.m., the sheriff’s office received a call that Harry James Folstrom was driving to Thief River Falls with about an ounce of methamphetamine in his trunk. The caller said Folstrom planned to sell the meth here. Law enforcement stopped the suspect vehicle near the intersection of Highway 59 and 158th Street. Folstrom, 60, and Christopher Eugene Ellis, 44, both of Naytahwaush, have been charged with felony third degree controlled substance crime. They were arrested.
The complaint indicated that Folstrom, the driver, appeared to be extremely nervous. Ellis was a passenger in the vehicle. Given the above information and Folstrom’s reaction, K9 Max was deployed and alerted his handler that the vehicle contained narcotics. Law enforcement found a clear plastic bag on the passenger seat. It contained 26 individually packaged baggies containing various amounts of a substance that allegedly tested positive for meth. There were four bags with about two grams of meth per bag, 17 bags with about 0.2 to 0.4 grams of meth per bag, and five bags with 0.1 gram of meth per bag. A search warrant was executed for the remainder of the vehicle. A white grocery bag was found in the trunk. It contained several unused plastic baggies of various sizes similar to the baggies found earlier; a scale with suspected meth residue; an unopened bag of hypodermic syringes; alcohol swabs; an elastic tourniquet and plastic spoons.

Each individual’s checks totalled less than $250.
Driving after suspension, driving while impaired, possession of a small amount of marijuana and possession of drug paraphernalia
On Dec. 27 at 4:32 a.m., police performed a traffic stop near the intersection of Pennington Avenue and Parkview Street. Dillon Gary Anderson, 22, East Grand Forks, has charges pending for driving after suspension, DWI, possession of a small amount of marijuana and possession of drug paraphernalia.
