Warrant apprehension and felony fifth degree controlled substance crime

On May 23 at 12 p.m., the sheriff’s office received a request for assistance from the Red Lake County Sheriff’s Office in locating a vehicle. John Wayne Balderston, 39, Thief River Falls, has been charged with felony fifth degree controlled substance crime. He was arrested on that charge and a warrant from the Minnesota Department of Corrections. A woman said a black vehicle was parked in her driveway. A man exited and then went through items in the woman’s garage. The man then traveled north on 140th Street Southeast. She obtained a license plate, which matched Balderston’s vehicle, according to the complaint. Pennington County Sheriff Ray Kuznia, a sheriff’s deputy and a Thief River Falls police officer located Balderston and the vehicle at a home near the intersection of 140th Street Northeast and 140th Avenue. Red Lake County Sheriff Mitch Bernstein searched the vehicle, finding a bag containing a white crystalline substance that later had a presumptive positive result for methamphetamine. The complaint indicated that Balderston had been previously convicted of controlled substance crime with the most recent conviction in January 2016 in Morrison County.

Accident and second degree driving while impaired

On May 23 at 9:13 p.m., police received a report that a motorist was revving a car’s engine and the car was now partially sticking out of the side of a garage at 720 Gleason Ave. Tori Lynn Slining, 33, Thief River Falls, has been charged with second degree DWI. She was arrested. Upon arriving at the scene, police saw the car had crashed through the garage door and partially through the side of the garage. Slining allegedly told police that a 12-year-old neighbor girl was backing Slining’s car when the accident occurred, and Slining was in control of the brake pedal at the time. Police noticed that the car was parked in such a way that it didn’t seem the car had been driven in reverse. When asked about this inconsistency, Slining said she didn’t know why the car was parked that way. According to the complaint, the girl said she was operating the brake and Slining was driving the car. She said Slining’s son was in a jumper/activity center inside the garage at the time. Police smelled a strong odor of alcohol coming from Slining, who had slurred speech and bloodshot, watery eyes. A preliminary breath test had a result of 0.228. Slining said she drank “about a bottle of vodka.” About half an hour later, a breath test, which was conducted at the Law Enforcement Center, had a result of 0.22.
